Midland VINELink Is Now IVSS
Texas replaced county VINE and VINELink with Texas IVSS-Counties on September 1, 2025. Existing registrations migrated. The Texas Attorney General’s victim-notification explanation says users were prompted to update a password at first portal login, while phone and text notifications continued through the new provider.
Older instructions that send a Midland County user to VINELink can now lead to the wrong workflow. The current portal supports county custody and supervision search and event notice. It does not turn an alert into a certified jail record. IVSS also warns that its information is not an official record and may omit people who are no longer in custody or under supervision.
Search a Midland Inmate
Search for one person, not a broad recent-release list. The portal accepts several identifiers, which helps separate people who share a name. Use an exact agency number when available. If only a name is known, enter the full or partial form and compare the matching record carefully.
- Open Texas IVSS-Counties and choose the person-search function offered by the live portal.
- Enter a full or partial name, DOC ID, SID, Jail ID, or permanent booking number.
- Select the record whose identifiers and agency details match the person sought.
- Read the displayed custody or supervision status and any available event details.
- Save the result or alert timestamp, then verify the event through MCSO, TDCJ, or the correct receiving agency.
A name-only match is weak. Compare at least two stable facts where the system displays them. A Jail ID or permanent booking number points to a county episode, while a DOC ID or SID may connect to a state record. Do not merge two people because an age or surname is similar.
Midland IVSS Result Fields
The exact fields can vary by record and participating agency. IVSS supports the search keys below and can return custody or supervision information tied to a match. A delivered release alert may be the most useful evidence of the event because a former detainee can later disappear from the searchable population.

IVSS is not Midland County’s booking-out ledger. For physical release time, legal release type, and receiving agency, request the jail release or transfer document. If a court order matters, use Midland’s public court-record access page and the correct clerk.
Register Midland Release Notifications
The current portal offers account and without-account routes. Available notices and controls depend on the live workflow. The Attorney General describes booking and release updates, court-event changes, death, escape, and transfer to TDCJ among the supported events. Delivery may use text, call, or email, with preferences and blackout hours.
- Open the matching Midland County custody or supervision record.
- Choose the event or events offered for that person, including release or transfer when available.
- Select text, telephone call, or email according to the current screen.
- Use either the account path or the offered registration without an account.
- Enter and confirm the contact information requested, then set preferences or blackout hours if shown.
- Keep the confirmation and save any later event alert for comparison with the official record.
The IVSS help number documented for the transition is 866-268-8959. Contact the service when registration or delivery fails. Do not assume silence means the person remains held. An identifier mismatch, agency-data delay, changed contact setting, or record no longer covered by the portal can also explain a missed alert.
Old VINELink PIN Instructions
Legacy Texas VINE telephone registration used a four-digit PIN. A person entered that PIN plus the pound key to acknowledge a call and stop repeat notices; unanswered calls could repeat for a limited period. That was the pre-transition process. Current IVSS public documentation does not establish that the old PIN still controls notification confirmation.
Follow the live IVSS prompt. Do not invent a PIN or rely on an old tutorial unless the current phone or portal workflow expressly asks for one. Existing VINE registrations were migrated, but the system change means saved credentials and registration settings should be reviewed. This Midland-specific transition is why a search page can retain the familiar VINELink wording while directing users to IVSS.
Note: A migrated registration may still deliver notices, but current account, password, contact, and acknowledgment instructions come from IVSS rather than old VINE material.
Confirm a Midland Release Alert
An alert is timely notice, not final proof. Save the event, delivery time, person identifier, and reporting agency. Then call the MCSO Detention Division at 432-688-4745 or 432-688-4746 for present custody and request the booking-out record through the MCSO Public Information Request form.
Ask for physical release date and time, release type, legal authority, and receiving agency. Those fields show whether the person returned to the community or transferred. A court bond, dismissal, or sentence entry can explain authority but may precede physical checkout and cannot rule out another hold. The jail record owns the departure fact.

Midland Custody System Limits
IVSS county coverage should not be stretched into a universal locator. Midland County Jail is an adult county system. A person transferred after sentencing may belong in the TDCJ Online Offender Search. That search can show current facility, projected or scheduled release fields, parole information, and some prior release data depending on the record. A fully discharged person may no longer appear because the ordinary search centers on a current TDCJ sentence.
Federal custody uses the BOP Inmate Locator. A BOP “Released” result confirms departure from BOP custody on its listed date, not the end of federal supervised release or release from every other jurisdiction. Immigration custody uses the ICE locator and responsible ERO office. Neither BOP nor ICE is covered by a Midland County IVSS result.

Missing Midland IVSS Results
A missing search result has several possible meanings. The person may have left custody and supervision, been entered under a different spelling or identifier, transferred to a system outside county coverage, or not yet appeared after an agency update. The portal expressly says it is not an official record and may omit people no longer in custody or supervision. Therefore, absence is not a “released” status.
Check the time-stamped MCSO current roster, search name variants, and use known IDs. Review the Midland court record for legal authority. For a state sentence, check TDCJ and use its inmate-information channel when a former prisoner is no longer online. For a federal marker or immigration hold, follow the receiving agency. Finally, obtain the Midland booking-out sheet, which can name the physical departure time and destination.
Note: Each locator answers only for its own system, so two negative searches cannot be combined into positive proof that someone was released.
Read Midland Alert Events
An IVSS booking event indicates entry reported by a participating source. A release event indicates that source reported departure, but the notice may not explain every legal detail or another active hold. A transfer event is especially important in Midland because a person can leave the county jail for TDCJ or another jurisdiction. Court-event notice concerns case activity, not necessarily physical custody. Treat death and escape notices according to their stated event rather than describing them as ordinary releases.
Save the alert in the form received and record its delivery time. Then ask which agency supplied the event and which identifier ties it to the person. When notification and roster timing differ, compare the agency event time rather than the time a text or email reached a device. Delivery delay does not by itself change the underlying event.
Blackout-hour preferences may delay a call or message according to the selected setting. Review the current account or no-account registration options if an expected notice does not arrive. The service can help with prompt awareness, but only MCSO, TDCJ, or another originating custodian can issue the release, transfer, or discharge record that resolves the event.
